TEL4 & 5 year-end update 2023

The 10 stations along the East Coast section of the Thomson-East Coast Line as at end-2023.

 2023 has been an eventful year that has seen the completion of most stations along Phase 4 of the Thomson-East Coast Line (TEL) and the continued work on the stations along Phase 5. With Phase 4 due to come online next year, testing has been underway for some time before the section is handed over to operator SMRT to conduct staff familiarisation and training sessions. While most of the Phase 4 stations are on target with construction, some have sections that still require more work to be done before they can be completed and ready for the temporary occupancy permit (TOP) inspection. We take a look back at 2023 in this final post for TEL of the year.

TE22A - Founders' Memorial [Contract T302]
Despite being converted from a shell station to a fully-built station mid-way through construction, Founders' Memorial has been completed ahead of its anticipated schedule without delays. The station stands, just like the remaining 7 stations along Phase 4, with LED boards indicating that the station is closed and not operational. Most of the structural works have been completed but the surrounding area has been fenced off for the commencement of work on the memorial which gave the station its name. A public transport symbol at the southern exit has been installed but is covered up in black trash bags. Finishing works are taking place before the anticipated handover to client Land Transport Authority (LTA) and operator SMRT next year.

TE23 - Tanjong Rhu [Contract T303]
Works at Tanjong Rhu station are wrapping up with the removal of hoarding. One can now walk under the covered linkways built as part of the station's contract to connect with the pick up/drop off point. The station has come a long way over the past year where the structure of bare concrete was dressed up and is now ready to serve commuters.

TE24 - Katong Park [Contract T305]
Despite being a difficult station to construct due to the tight site and stacked layout, Katong Park was one of the first stations to be significantly completed along this section of the line. It was the first station to receive its signage and public transport logo signs. The site has cleaned up beautifully and all entry points have been hoarded up while the hoarding around the site has come down. The station is ready for handover to the client & operator.

TE25 - Tanjong Katong [Contract T306]
At the beginning of the year, the station site was still rather messy. However in recent months, as construction works wound down, the site has been cleaned up tremendously. The bus stop along the northbound carriageway of Tanjong Katong Road South has been opened for passengers' use and commuters no longer need to use the temporary bus stop. We anticipate that the bus stop along the southbound carriageway should likely be commissioned soon as well.

Of the stations 3 exits, we also anticipate that only 2 feature escalators while the third will only utilise stair and lift access. This exit is likely to be located behind the station's cooling towers.

TE26 - Marine Parade [Contract T307]
While most of the other stations along the section have been completed substantially, there are parts of Marine Parade station that are lagging behind slightly. The contract includes the construction of the main station box, a cut & cover tunnel where a cripple siding is located with a retail link above to the east of the station and connecting tunnels on either side to the next stations. The 3 exits connecting to the main station box still require some work before handover is possible.

The other 3 exits that connect to the retail link will likely require even more time to bring up to the expected completion level. Landscaping works have not started over the cut & cover tunnel section as opposed to that of the main station box. 2024 will likely see the continuation of structural and architectural works for the station till handover is completed.

TE27 - Marine Terrace [Contract T308]
Marine Terrace station has been well on its way to completion over the past year. In a story similar to that of Tanjong Rhu's, the contractors have managed to bring bare concrete structures to completion by dressing them up and preparing them for commuters' use. Reinstatement works are still ongoing and some work to tidy up the surrounding areas is required as work to construct the covered linkways continues. Nonetheless, the station is about ready for handover with minor completion works needed.

TE28 - Siglap [Contract T309]
Siglap station has tidied up very well with landscaping works mostly completed. The stations exits have received the public transport logo signs but do not yet have the individual station and exit number signs yet. The lifts at the stations exits, however, have been fitted with commuter signage indicating the barrier free accessible routes and directory of the various levels that the lift serves visible.

TE29 - Bayshore [Contract T310]
Bayshore station had the great fortune of being located in a mostly-greenfield site, allowing easy access to the site with plenty of room to maneuver around. The station completed its exit structures which are largely composed of metal wrapped over a concrete base. It is likely that since the majority of the exit structure is made of steel, large sections could be pre-fabricated off site, thus helping to speed up the construction rate of the station on site. One of our followers has kindly sent in some pictures of the station's exits with the station name sign and exit number signage visible. We typically would credit the contributor, however in this case, they have requested to remain anonymous.

TE30 - Bedok South [Contract T311]
As we move on to Phase 5 of the line, we come to the first station on this section at Bedok South. The station is still in the process of getting its exits ready with Exit 4 located next to Temasek Secondary School being the slowest in progress. However, as the station has a longer runway before being put into revenue service, there is plenty of time for works to be completed. Reinstatement works are taking place and will likely continue into 2024.

TE31 - Sungei Bedok [Contract T312]
The last station along the section is located next to Bedok Corner food centre. The station has since swift progress made over the past year, most notably with the station's exit structures. Starting the year as bare concrete behemoths, roof was subsequently added in and escalators installed. The coming months will see additional architectural elements installed, such as cladding and glass.

For the longest time, having MRT access at the beaches along East Coast has been a pipe dream. However work put in over the past year is now making that dream a reality. Although this is our last post on TEL for 2023, we look forward to 2024 which will bring even more milestones - such as the opening of Phase 4 of the line. Be sure to check back for updates!
