The Urban Redevelopment Authority (URA) launched the Draft Master Plan 2019 (DMP 2019) last month, providing a view of developments to come across the country. As part of the DMP 2019, improvements to various regions were planned and listed out on the URA website for public viewing. Among these regions is Changi, where the upcoming Terminal 5 of the airport is being developed. As part of the plans outlined, improved rapid transit network coverage is one of the key areas being looked into.

The improvements for Changi Airport's Terminal 5 development include the study of extending the Thomson-East Coast Line (TEL) and Cross Island Line (CRL) alignments from Sungei Bedok and Aviation Park termini respectively to a potential station at the Terminal 5 ground transport hub.

It is likely that the extension will be announced in the upcoming Land Transport Master Plan (LTMP) which is due this coming year, in view of some of the tenders which have been called by the Land Transport Authority (LTA). In particular, contract T316 for the construction of underground infrastructure and contract T3056 for the architectural and engineering design for potential future underground transport infrastructure. Both contracts have delivery dates in 2030, after Terminal 5's target operations commencement in the mid-2020's.
