TEL 4 & 5 - A snapshot in March 2024

It's exactly 3 months to go till the Thomson-East Coast Line (TEL)'s phase 4 section opens. This section of the line will bring rail service to an area that has long been in need of a rail connection but had to rely on bus services only, despite the relatively short distance to the Central Business District and Marina Bay areas. Nonetheless, the section of the line is about to open and we check in on the progress of the stations in the lead up to their official opening for revenue service - including the 2 stations along phase 5 whose opening has been pushed back a year to 2026 instead.

Phase 4 stations
In general, most of the stations are ready to open with the civil works mostly completed. Some tidying up is left to be completed at several stations - things like ceiling panels being fitted and closed off or installation of station signage - but the basics are in place for the line to be opened to the public.

TE22A - Founders' Memorial (Contract T302)
In a nutshell: The station has attained its temporary occupation permit. Interior lights are turned on and the station signage is visibly lit in the evenings as well.

TE23 - Tanjong Rhu (Contract T303)
In a nutshell: As with other stations along this section of the line, interior lights at the station exits have been switched on in the evenings. Station name signs are illuminated while the public transport logo caplets are not. The LED train arrival boards at the stations are also functional.

TE24 - Katong Park (Contract T305)
In a nutshell: As one of the earliest completed station structures, all that is left to complete is some landscaping near Exit 2.

TE25 - Tanjong Katong (Contract T306)
In a nutshell: Works are largely completed at the station with interior lights lit up in the evening. Station name signs are partially lit.

TE26 - Marine Parade (Contract T307)
In a nutshell: There is still a fair amount of work to be done at the various station exits and surrounding roads. Interior lights for all exits were noted to be switched on in the evening. However no station name signs were seen at any of the exits yet.

TE27 - Marine Terrace (Contract T308)
In a nutshell: Works are still ongoing for the reinstatement of the community plaza behind Exit 1 of the station as well as reinstatement of the roads in the vicinity of the station. Commuter infrastructure such as sheltered pick-up/drop-off points are also underway.

TE28 - Siglap (Contract T309)
In a nutshell: Work at the station is completed. There does not appear to be any thing more that needs to be done apart from tidying the site up further.

TE29 - Bayshore (Contract T310)
In a nutshell: Like at Siglap station, work here is virtually completed. There does not appear to be any more work that can be done to improve the site further, other than opening the covered linkways to pedestrians.

Phase 5 stations
We understand that the delay in phase 5 is a knock-on effect due to the progress at Xilin station. This delays the opening of the Downtown Line 3 extension (DTL3e), which in turn affects TEL5 due to the integrated nature of the fire protection system at Sungei Bedok interchange. We are not quite sure why the station was designed this way, given that Bayfront on the Downtown & Circle Lines is also served by 2 lines under different operators and had a phased opening as well. Nonetheless, we expect that the phase 5 stations will be completed by 2025 and sit dormant for a year before opening together with the DTL3e.

TE30 - Bedok South (Contract T311)
In a nutshell: Work has progressed to the removal of the noise barrier formerly along Upper East Coast Road, opposite the Bedok South Horizons development. Cladding continues to be installed at all exits with Exit 1 featuring green, Exit 2 purple, Exit 3 blue, Exit 4 red and Exit 5 yellow schemes. Road reinstatement works are underway.

TE31 - Sungei Bedok (Contract T312)
In a nutshell: Road reinstatement has begun along Upper East Coast Road. Several of the station's exits are undergoing fit-out and cladding works.
